Vehicles 25 years or older are completely compliant vehicles. Other makes and models are authorized for importation if modified to meet certain standards. This document from NHTSA outlines the guidelines used to determine which vehicles are allowed and provides a list of other vehicles accepted given that they meet certain requirements.
